question on OWL

I'm using the OWL document repository sytem on a page on which all people need to be able to do is upload and download. When users upload a file, they have an option to change the permissions on it. I set the default file permissions for uploads to "Everyone can read/download," but users can still change the permissions on the file to something else manually in the upload screen. Does anyone here know how to completely disable the menu for permissions when you are uploading a file in OWL? If anyone has used this and can help me out I would greatly appreciate it.

maybe set chmod only for read !! if you dont change it web/interferance/administrance preferences doesn't work. That it's in all cms & systems .
