Python Standard Lib HTTP Server or Apache?

I want to write a simple HTTP torrent tracker. Would it be better (more efficient, less code, fast response time) to use Python Standard Library's http.server (Python 3.2.2 on Windows 7 64 bit) with SQLite 3, than an Apache, Python's CGI library, and MYSQL?

I don't know about the implementations of each of these setups, so I'll assume one thing that probably isn't true: it takes the same amount of time to start a regular python script as it does to start a python CGI sript.

If the python standard HTTP is written in python, then of course it will be faster to use Apache. If not, and it is written in C, they would be about the same.
