How to check encoding of a file?

Good day, Frihosters

I need to check encoding of one file which was made in Microsoft Excel, a xls file. It is later parsed by PHP class and I need to know (and define inside the class) exactly what is encoding of the file. I've tried with UTF-16 and UTF-8 and the -8 works better but Polish signs aren't showing properly.

How can I check the encoding? Is there any on-line or downloadable tool somewhere?

I searched Google for "file encoder checker" and found [url] encodingchecker.codeplex.com/[/url]. Maybe that tool will help you. Using an application ostensibly all I know in order to detect the encoding of a file.
