yes, with hex editor.

with a debugger you can also do lot's of stuff.

It will be much harder to make changes because you don't have the source code files.

With a hex editor you can make small changes like changing the text, or change some values. Making big changes is almost impossible and it's probably easier to rewrite the program from scratch.

The debuggers I know of can only make changes to variables at runtime. The changes will not be permanent.

I think you can/could save changes with OllyDbg ( which is ancient and I haven't used it in years

the debugger will help you understand the inner working of the program and ultimately help you write another program.

You can always try to decompile the program
http://en.wikipedia.org/wiki/Decompiler

Flash files can be decompiled into actionscript code
If the program was truly compiled, the decompiler would probably generate assembly language code that you'd see in a debugger

logically it is "possible" for sure.

For what to modify and how to modify is a big story then.
