That page loads and seems like it would work, but I didn't try downloading from it. Perhaps it was only offline temporarily. Chrome is a proprietary browser, so probably you will find it only on Google's site. They probably chose to install it piecemeal with their standard installer because it is easier and/or more flexible for the average user. I can't think of any reason they wouldn't always want to provide a single combined download though, since that makes it easier for administrators who need to setup multiple machines.
I use their browser, but I prefer the Chromium (unbranded) version, which is completely open source, so it can presumably be made available for download by any site that wants to.
I have already followed the links the page provided, but it redirects me to the page which is the same page as the typical chrome download.
Actually, I found this page in google's group by searching it from google and it looks like a few years ago and not updated for a period of time.
Anyway, I shall be trying to search for it soon.

Filehippo.com is the source of many free softwares including chrome, the best feature this website has is that all softwares you download from their website are offline installers and not online one like yahoo messenger, chrome ,... and of course the softwares are always up to date.
