I have uploaded index.htm to the public_html folder. However, when I try to access it the way anybody but me does, I get a 403 error ( you do not have permission / access to this server). I also get a 404 error.

How can I make it load properly?
Am I using the wrong url?
Do I have to use Direct Admin, or will FTP work?
Also Direct Admin dosen't work for me.
Please don't tell me "you need to put your files in the <public_html> folder" because I already have.
