HTML/CSS/any means of doing this.

I feel silly.

Is there a css tag or something for the title bar of a page? I want to be able to change the titles of lots of pages at once (preferably via external css sheet), without going round to each one individually and altering the <title>title here</title> bit.

If you're kind enough to answer, please dumb it down a bit: I'm not the greatest geek.

it cant be done by static html or css.

but you can do it with serversied scripting-languages like ssi, php or asp

CSS doesn't manage the value or the content of a tag, but only the properties of this one.
So you can't change the title of a page trought CSS.

You have to redefine your pages and use a script that charge an external file.

Example PHP:

Code:
<title><? include "title.inc"; ?></title>

where the content of title.inc is: mynewtitle

So the next time you have to change your title, you can change only the content of title.inc

Sure, as misterdimiz pointed, CSS doesn't control technical information in the head section. It deals with the body section only.

Anyway, you can't change style of the title at all, but its content. In addition to server side scripting languages you can use Javascript (or VBScript) on client side in the way shown below.
Code:
<script type="text/javascript">
  document.title = 'My Custom Document Title'
</script>
