PHP error reporting

As an introduction, I have to say that search doesn't work so I couldn't have searched for topics about this Smile.

Well, the PHP scripts don't produce error notices and here are my questions: is it only set on server 4; can it be turned on again?

Also, why is error reporting inactive? As I suppose, security or resource usage issues?

On the other hand, how to easily debug PHP programs? I am currently running them using xampp on my Windows, any other/better way? I mean I want to have the error_reporting function active.

I managed to fix the search service. It seems like a path issue or so.

I have enabled the display_errors system-wide as I'm not sure if you are able to set it yourself (there is such a flag though).
