You have to give it write permisions...
CHMOD it (through your FTP Program) to 777...
Or better, install an automatic PhpBB forum from Frihost´s Fantastico.

CHMOD your config.php to 777 during installation.
After installation, CHMOD it to 644
After installation, CHMOD it to 644
Have a try with Change Mod to +755
