hoe do i increase traffic for a region specific

hi,
i want to know what should i do in prder to increase my website traffic . my site is region specific i.e for india residents only.
can someone please guide me are there any specific things to be done to increase the traffic.and that too from the same country.
one more thing i dont have a single penny now to pay for nay advertisements.
