It's a suggestion for skins in DA if the people using DA hates that default skin.
If like CPanel you were looking for something which is low on images and quick to load the persephone seems good. Quite similar to blue lagoon actually so the difference between the two seems less distant 
Why in the world should anyone be concerned with controlpanel skinning??
