Saving a publisher file as an editable document

Hi everyone.

I know the title of this may not sound quite right, but here is what I am looking to achieve.

I have a publisher document, which is a form that is being sent out to people via email after I've converted it to PDF. However, they have to print the document off, fill it in and post it back to us.

What I would like is to save the document, and all it's formatting and pictures as a Microsoft Word document so that people can fill it out electronically and email back to us.

It appears that saving a publisher file as a word document will only save the text, and een then all the formatting is all over the place.

I have tried PDF converters to try and convert from the PDF into word, but these just convert the text.

Other than just creating the file all over again in word (a nightmare given MS Word's handling of margins etc), do I have any other choices?
