Can I redirect my sql_host in frihost ??

As you all know, I want to host my own ROSE Online Private Server.
But the problem is, I can't host in 24/7 from my house because I'm
having my class everyday. But I think the other, what if only my website
and sql database are only inserted in this free webhost ??
If so, my only problem now is how to redirect my ROSE Emulator via Frihost.

I have to run the 3 exe files for the ROSE Online Private Server will be online,
and these are:
LoginServer.exe, CharServer.exe, and WorldServer.exe

and each exe files has almost the same content in it. And these are the contents:

As we all see, I must redirect my sql_host from the MySQL host of Frihost.
But the problem is, aren't they blocking the connection of MySQL from remote
computers that are unbound to them ??

Coz many says that, in free hosting you can't connect to the MySQL Host of that
webhosting site unless you'll pay.

And that is some sort of a trick. Why they are saying it for free if it just uses money
to gain full access of your own mysql database ?
