It's a proprietary web scripting engine (like PHP or ASP) made by Marcomedia. AFAIK it's pretty poor, costs money and is not widely supported.

It is not a free tool. It has to be bought, just like dreamweaver or fireworks. In fact it is not as poor as you think but really not flexible. Some comanies opt for it for building internal portals or things in this kind.
Personnally, it would not be my technical choice, but as an alternative to application servers like IIS that also cost money, it can interesting.
