It is very difficult to produce a free flash website with no signature of the original provider. There is always a small sign saying "Created by" or "this website is hosted for free by". However, you might try to have a look at this:

Macromedia Flash MX 2004, or you may try 8, is the most popular...

But the price is expensive. There are many others softwares out there...

They have a lot of cool flash website. You can even go to the forums and request the admins to make a flash for you for free. It's a great place for flash!

I have used Trendy Flash and found it to be brilliant. Very easy to used for experienced or novice. Plenty of variety with templates, sound loops, etc

It is not free, but I think they give you a 30 day trial. SwishMax is a program to create flash projects, and it is very easy!!

Im not sure of the website, so just google it.
