Depends on what you want to monitor.
you can use WMI to view a lot of details.

Most operating systems (I'd say all, but cannot with any certainty) will tell you most of what you need to know in this regard. For example Windows XP > Start > Right Click 'My Computer' > Left Click 'Properties'

CPUID has a great free suite of tools to view your system specs and monitor your hardware.

If you mean checking hardware, you can usually do that just through Windows or whatever OS you are using. As for things like temperatures, speeds, etc., I use Speedfan, although I don't need anything extensive, so that might not be what you're looking for.
