What is a good website design?
This is a list of points that should be considered when designing a web site. Many of these are points that should be considered when developing any web site, some points are directed at any teacher developing educational web pages, and some points are specifically aimed at teachers of English as a Second Language.
While reading this list of guidelines, keep the following in mind.
From a visitor's point of view, a good web site is one that...
...is usable
...has something he/she wants
...doesn't waste his/her time and
...isn't irritating.

I like the navbars on this site a lot, but I'm always hesitant to use it because everything goes in and out of 'free' all the time. Who knows when I'm going to need to change something?

Thank you for the compliment (I assume I was one of the 'you guys' that has a 'cool site', maybe wrongly). I didn't know much about css, javascript or html when I started. What you need more than anything is a purpose. Once you have that, the rest of the website will build itself as you try to put in all the components you'd like to have.
Good luck. Get a good html editing program.

jawker, you could always start off with either Frontpage or if you can somehow get your hand on it, Dreamweaver. WYSIWYG proggies are quite easy to learn.
If you're serious though, start reading up on HTML. Tons of tuts floating around
