Can any one suggest...

The series is given by your ISP - dynamic IPs are usually assigned the same range. The only way to change it is to use a different ISP. You may also be able to use a proxy server as a workaround.

I'll recommend if you will request to your ISP Provider to change your IP address range. Or try to use proxy server and/firewall.

The first two numbers generally designate the general location of the IP; thus, it may be hard or impossible to change.

Use a proxy. Host a web proxy (something like glype or PHProxy) somewhere else and browse using that.

try proxy, like tor.

I agree with rockpan.. try using " Tor Browser " Other then that it try using a cloud computer. I've seen websites that allow you to setup a virtual computer on the web using cloud computing. I dont know enough about that to say anything but could be worth researching.
