Behavioral Alchemy: Complaints to Motivation

When people complain, does that mean they want change? If so, how can the complaint be channeled to become motivation for the complainer to affect the change that he or she wants? I really, really wish I knew.

For example, I often find myself listening to my wife complain about her frustrations at work, and I try to be helpful by encouraging her to make a move to a different organization. However, perhaps I'm just not engaging her in the right manner, but I can't seem to inspire any motivation for her to actually do something to better her situation.

It's not that I don't care to listen to my wife or others complain, but in my case, wouldn't it be better for everyone if she can smile and profess her love for her job instead?
