You can't expect Static IP from free hosting . You need to go for some paid hosting who provide dedicated static ip for you domain or you can go for VPS. For testin purpose you can get VPS around $2 to $10 and you can find some popular datacentres (i.e. burstnet) providing Cheap VPS hosting with 2 IPs.  Related topics
