www.kina-ink.com has some tutorials. She's a freelance artist who does anime-style characters and such, and has tutorials up on how she does some of her CG stuff. Quite neat
The best site I've found for Photoshop Tutorials is www.tutorialman.com. They offer a wide variety of tutorials mostly found on other sites.

Computer Arts Magazine has some tutorials on their website www.computerarts.co.uk
Graphic-design.com has some but mostly just focuses on overall graphics talk.
Greycobra.com has some tutorials
Chaosgfx.com has some tutorials. He has a lot up on pixel2life.com so you'll see a lot of re-runs if you've been to pixel2life.com
