If you want to make people add questions themselves, it will require some programming language like Visual Basic.net or ASP.net. It is a long journey. Just a suggestion though, why don't you make people e-mail you the questions, so you can review them first and then add em?

You could do the same in PHP - especially as it is running on the Frihost PHP server. :)

That said, I am not expert on PHP - so I doubt I could give you any good ideas as to how to acccomplish this.
