can a civil engineer undergraduate go for masters in mechanical engineering? or does this depend upon the programs offered by the university?

In India, such type of inter-disciplinary migration is not permitted except some special branch like IT(Information Technology). So it entirely depends on the university who is offering such course.

Here - no. If you plan your studies right, you could easily have a double major with a few additional classes, then kinda yes to your question.

they call it manama here (master na master) (master after master)
if you have all the bachelor credits you can go for the master diploma
so it could require a year to earn your bachelor credits

also in some places you can get master and bachelor credits of the same education in the same year
so if you also have some of the master credits you can combine the credits you need to create your own shedule to follow
