Download FruityLoops I dont know if its free or not but when you get it, it is good to make beats with lots of rappers use that to make beats.
Beats as in just plain old drum beats? No, sorry, I do not think I know of any. I would recommend a popular LEGAL download service (if you don't pay for it chances are it isn't legal). Drum beats seem to be very...exotic, I don't know if they even record that and sell it.
