which is the best image resizer/resampler software?

i just wanted to know that which is the best image re sizer/re sampler software to re sample a image.
if a person doesn't know anything about photo shop and all .

If you want to go way bigger with a picture, check out rasterbator. You can blow up any picture with any printer to the size of a door or wall. It' pretty cool and it's free.

Oh! Rasterbator and its dots. SmartPrintLab Poster Printer is better. It's morepowerful and easy-touse.

I like IrfanView because it allows batch processing: you specify a source and a target directory and a new image size and off you go and convert hundreds of images with one click.

I would second this because it's light, if all you want to do is resize something I'd say go for it.

I vote for VSO Image Resizer.
Mostly i use this to resize my application screenshots.
Then it is a Free version.

I guess there are lots of free ones out there, but personally I use Adobe Photoshop Elements, I got a copy of it for free when I bought my graphics tablet. Whenever I need to bulk edit some pics I just make a custom action in PSE and run it on the images folder. Never had an issue so far, and the editing capabilities that you can automatize in PSE exceed by far the featured of most free stuff.

The good and (now) old IrFanView. Since 2003 bringing the simple solution you asked. Also supports batch processing. Take a look at www.irfanview.com.

If you need some more complex editing, then go for Paint.NET.
