I saw an animated GIF that gave a 3D look to an image. Dos anybody know of an available software for that?

3D image? He could have used something like blender, taken video, and converted it to a gif
By 3D , you mean stereoscopic 3D ? if so, then I don't think there's any currently available software that is able to convert a single image into stereoscopic image. You need to shoot two pictures and combined them with some post-processing to create stereoscopic effects.
