In my opinion using web proxy is not safe for accessing cpanel.
last month I accessed cPanel through web proxy since I could not access my site directly (ISP's problem) and one week ago my site got hacked. I suspect if it is due to my access through proxy.
Could it be OK to access through desktop proxy applications? Or they too might leak the passwords!

isn't CPanel using HTTPS?, if not then you should NOT trust your Proxy and change passwords regularly from another connection point.
