HTML is still a draft specification at the moment, so no-one can announce compliance anyway (as it may change).
That said, it is rather unlikely to change drastically if all the major players are in agreement thus far. There's a good summary here:

Trident: Internet Explorer
Gecko: Mozilla (Firefox, Seamonkey etc)
Webkit: Safari & Konqueror
Presto: Opera
Basically, no browser is really close to implementing the whole thing in its official releases. Opera has good coverage though, if you want to play and Firefox will do some of the nice graphics and video stuff.
