Adding syntax highlight to code in html

There are many sites when displaying code (e..g stackoverflow.com) are able to apply syntax highlighting to the code you type.

I was wondering, is this done thru CSS? or does it traverse through each word (in javascript or code-behind for instance)?

Can someone post an example or inform me how it works?
