I am still looking for a more specific characterization of what criteria must be fullfilled in order to acquire "state hood." Much of the works I've read (as well as the articles you provided links to) seem to discuss the philosophical question of what the appropriate politics for the state should be - while avoiding the definition of statehood itself.
Any thoughts?[/i]

Well, for Aristotle, Socrates, Plato and the other Greek philosophers the state was the 'city'. The very word politics comes from 'politikos' which means 'that which pertains to the city/state'.
The modern use probably dates back to Machiavelli - I think he first used the term 'state' (meaning a territorial sovereign government) in 'The Prince'.
Max Weber had quite a bit to say about statehood - whether you consider him a philosopher or a sociologist is perhaps moot...
