WASHINGTON – The Senate voted to terminate further production of the Air Force's topline F-22 fighter jets Tuesday, giving President Barack Obama a major spending victory and siding with the Pentagon's desire for smaller jets better suited to 21st century wars.

F-22 supporters complained the action would be a blow to long-term national defense — and cost thousands of jobs in the middle of the recession.

The 58-40 vote to cut the money from a $680 billion defense bill was a hard-fought victory for Obama, who had threatened to veto defense spending legislation if it included funds for more F-22s. Wavering lawmakers heard repeatedly from Vice President Joe Biden, Defense Secretary Robert Gates and other senior administration officials.

The vote was "a signal that we are not going to continue to build weapons systems with cost overruns which outlive their requirements for defending this nation," declared Republican Sen. John McCain of Arizona, who joined Senate Armed Services Committee Chairman Carl Levin in arguing for cutting off production.

The $1.75 billion was aimed at adding seven F-22s to the current plan to deploy 187 of the twin-engine stealth planes. Of those 187, the Air Force has received 143 and is waiting for delivery of 44 more.

Gates, first appointed by President George W. Bush, wants to shift military spending to programs more attuned to today's unconventional wars. The F-22, designed for midair combat, has been irrelevant to the wars in Iraq and Afghanistan and therefore unused there.

I guess he needs all the good news he can get. His ratings seemed to have dropped in the area that is most important for him, i.e. healthcare. Also, one needs to ask why the budget was not introduced mid-July when it was supposed to have been introduced? Bad news coming?

Heading into a critical period in the debate over health-care reform, public approval of President Obama's stewardship on the issue has dropped below the 50 percent threshold for the first time, according to a new Washington Post-ABC News poll.

Obama's approval ratings on other front-burner issues, such as the economy and the federal budget deficit, have also slipped over the summer, as rising concern about spending and continuing worries about the economy combine to challenge his administration. Barely more than half approve of the way he is handling unemployment, which now tops 10 percent in 15 states and the District.

The president's overall approval rating remains higher than his marks on particular domestic issues, with 59 percent giving him positive reviews and 37 percent disapproving. But this is the first time in his presidency that Obama has fallen under 60 percent in Post-ABC polling, and the rating is six percentage points lower than it was a month ago.

Obama has taken on a series of major problems during his young presidency, but he faces a particularly difficult fight over his effort to encourage Congress to pass an overhaul of the nation's health-care system.

The legislation has run into problems in the House and Senate, as lawmakers struggle to contain spiraling costs and avoid ballooning the deficit.

Suddenly you believe in polls. I try never to type "LOL" but I must, now, type LOL.

The subject is F-22s, saving money on the military waste.
