LATEX - So we have an automatic list for the table of contents and the list of figures, but what if I want to make a custom automated list? Like one that I can just mark off the pages that I need? Any suggestions.

What I would suggest you do is have a look at the TodoNotes package.

Using this you can set TODO notes and there is also a command to print a list of them. By editting the .sty file you should be able to change the commands and formatting to do exactly what you need. This will be a lot easier than writing from scratch I'd imagine.
