I posted this tutorial on another forum so i copied and pasted it here.

We are going to make it snow in this picture....
Using your selection tool, select the entire picture on the duplicated layer. Then, go up to 'Selection' on your tool bar, and choose "promote selection to layer"
You will now have two layers, your hidden original background, the copy of the background you are working with, and a promoted selection. Make sure you are on the Promoted Selection layer, and using your 'Adjust' menu, change the Brightness/Contrast setting to -255, this will make your promoted layer black.
Next, change your blend mode to screen.
Your promoted layer will now be black and on top of your other layers, but the bottom layer should be 'showing through'. Now, duplicate your promoted layer two times so that there are 3 of them. Each one of these will become a frame for the snow animation. Hide two of the promoted layers and select the other. Go up to your effects menu and choose Artistic Effects - Balls and Bubbles.
Under the Shape Tab, you can play with the settings a little bit, here is how I have the settings for this picture...
Now, go to the Surface tab and set Opacity to zero. This will prevent your snowflakes from looking like bubbles.
Repeat the previous steps for the other two promoted layers. Under the shape tab, make sure that the 'seed' number is different for each layer, so your flakes won't end up in the same spot for each layer. Hide two promoted layed then go to Edit~ copy merged and Animation shop paste as new image , Go back to psp close the promoted layer opened and open a different one~ Copy merged again and paste in AS after current frame. Each time you copy in psp, have 1 one of the promoted layers showing and the other 2 hidden. it so that each layer of snow has its 'turn' to not be hidden. Continue till you finish copying all the promoted layers. I have the animation set to 17/100th of a second.
