i was thinking about the world slowing down 1 sec every 60,000 years is there a way if i was to be a terrorist slowing earth down faster or all together to a fullstop just any radical theorys out there hummm and i dont wana hear asteroids

Actually, the Earth is slowing down already... very very slowly.
The Moon has the most gravitational influence, and with enough time, the Earth would be locked with one face towards the Moon, just like how the Moon is already forced to always have the same side pointed towards Earth.
Just think of all the energy of the tides coming in and out... This energy isn't free, and doesn't come from an inexhaustible supply. Eventually, the friction would stop the rotation, and there would be no more tides.
(I say 'would' because I'm not sure if this will happen before or after the Sun explodes...)
As for a terrorist slowing the Earth down to a stop...
1: What terroist group would want total destruction of the planet? Without rotation, one side would become extremely hot, and the other side would freeze solid. The thin line between would be constantly bombarded by storms bigger than anything the Earth has seen since it was formed.
2: It would take resources far beyond any terrorist group's capabilities to even slow it down measurably. Drastically changing the Earth's rotation will probably remain beyond mankind's ability for a long time yet.

We once calculated the needed energy to stop the earth's rotation. To do this required more (non nuclear) energy than is available from the entire planet!

the earth cannot be stopped spinning. not even by destroying the earth by an antimatter bomb. 
A very large meteor might be a possibility but I think the Earth spinning would be the least of our worries at that point.

There are many different ways that the Earth's spinning could be stopped, but they all boil down to applying a certain force to a certain location (or several locations). Depending on where those locations are, the effect will be different... but in all cases that i can think of, catastrophic.
For example, if the Earth passed through some kind of sticky space goo that held it in place to stop it spinning... we would melt. Why? Because the surface would be stopped... but the layers under the surface would continue trying to spin... grating against each other, and generating enormous heat through friction. As Dennise mentioned... that's a lot of energy to be bled off.
Or, if you could somehow stop every single point of the Earth, inside and out, at the same time, the Earth would explode outwards at the poles? Why? Because the spinning of the Earth actually makes it bloat out at the equator due to the centripetal force. If the Earth suddenly stopped, the equator would try to squeeze back in... which would create pressure... blowing outwards at the poles. (This is assuming a uniform Earth, of course. In reality, it would probably blow out in the deeper parts of the oceans or between the tectonic plates.)
In the meteor example, i would think that kind of force would slice a chunk of the Earth clean off, or at least reshape the Earth into something like what a mudball would look like if it glanced off a wall. Gravity would make what's left of the Earth attempt to reshape into a sphere... with bad news for anyone still on it.
It might get even better! Imagine that you could instantly stop the Earth spinning: everything from the surface to the center. What would happen to us? We are still moving at somewhere between 700 and 900 mph, so we would instantly become one with the nearest wall, tree or other object

i guess assuming you actually had enough energy, a way could be devised to achieve this goal..... can anyone say "biggest lever arm ever" ??????? haha
