Sorry, I don't know about that one, but as to the best place to fish anywhere.....it's ALASKA!!!
I agree with Salmon season pretty much done for in California and the NW, Alaska is the place for that and Halibut!
Just recently Michigan was the best place to fish. Yesterday 9-10, a 41lb brown trout was caught in Michigan.

Even you through the fish back to the waters, what are the chances of that fish surving with a large wound that could bleed and atract predators or even get infected and kill it ???

Just imagine, once in every few days on you way to office or to park, some body pierce you with a large hook and drag you here and there for couple of minutes and release you.
