The "Best" hacker would probably be unknown because I'm assuming a "good" one will be wise and knowledgeable enough to cover up his/her trail and to keep their mouth shut about what they're doing.

I don't know any of them.. but i've heard that microsoft has hired a hacker so he can teach the atacks to create protections.

microsoft will want to hired hackers to fill loopholes and etc.
but they will also want to show people that their software updates team are working and not slacking.

I dunno much about hackers but after all I have found out about people getting attacked and hacked on their PC's is from the IP address 210.0.0.7. He is the most frequent.
