How to make this newspapers scan image to nice clean image in photoshop cs3?

how to make this newspapers scan image to nice clean image
i've tried with brightness/contrast + grain - texture + blur- surface blur and sharpen - unsharp mask. The result still not as clear and clean.
Instead of going through the hassle, I'd just look online for the story and use that. If its really important, call the paper and order a reprint.
why im seeking pointers ..is to learn how to do it...

I guess you really can't directly get a good scan, it all depends on your scanner. I've found that the scanners that come in those MFDs aren't always that good. Mine gives all scans a pinkish tone.
