What is conciousness?

What determins conciousness? is it our 'soul' or merely a bunch of chemical reactions?

Chemical reactions would suggest a sequence, a reason for things being the way they are, we did it cos we had the impulse to do it.

Free will implies that we are sentient. We are able to make decisions. Can chemical reactions think?
