Any flat file DBMS that is suitable for portable application

Anyone experimented with flat file DBMS that can allow portable applications on Windows and on Web? I am considering creating some useful apps that can be self contained and uses DBMS - especially all the nice features in SQL programming.

Suggestions and installation tips will be very helpful.
