Effects Button not Working in Appearance tab

Raidation
My system specifications:

Windows XP Professional
23.8 GB of hard drive space
NTFS file system

And my laptop's almost 6 years old.

So the problem:

In the display properties, there is an appearance tab. Inside the appearance tab is a button labeled: Effects.

So I need to change an effect on my computer. I figured that I should use the effects button (no really?). When I click on the button, my computer doesn't freeze or anything, but nothing happens. No matter how many times I click the button, nothing happens.

I need to get a window or something to pop up.

Could someone help me?
Thanks.

I don't know what is problem but maybe you are chose custom setting in Control panel and this stop Efects in Display panel. But maybe I am wrong. Try to open Control panel -> System. On the Advanced tab, under Performance, click Settings and see what is selected there.
