green screen
There are plenty of programs that do a green screen effect, more commonly called a chroma key. I will let you search for that, I know there are several threads on this topic.
As for the screen itself, that I can help with. You can paint a wall a shade of light green, or use fabric. The fabric should be lightly stretched over a large frame to keep it from wrinkling. I have not found a supplier of a large enough continuous piece, but you can buy several yards of fabric at a store, and piece them together on your frame with a tiny bit of overlap without much problem.
If you go with either system, lighting is the most important part. You will want a steady even light, but not much that you end up painting the room green. I suggest at least 5 natural spectrum lights placed at various heights around the room. You also want to have diffused light, so keep the lamp shades on.
If you follow these guidelines, you should be able to get a crisp matte even with a medium range camera.

After Effects has some of the best Chroma Keying I have ever used, and its really just thanks to Keylight 1.2, which is a great little built-in plugin for the program. I usually like to spend a lot of time on set making sure the green screen itself is perfect, but really so long as its decent, Keylight will get rid of all the kinks.
So if you have the money, try After Effects.

You can simply get some paint or fabric from anywhere but if you have the money and want to get sheets and equipment specifically for chroma keying, you should check out http://www.tubetape.com/. And for some tips on doing the green screen effect itself, watch this video: http://www.indymogul.com/episode/IMWE_20070629.
