Does anyone know any good open source/free/cheap video editing software? I really need some but can't spend a fortune on something like Adobe Premiere.

Windows movie maker (free)?
Or Movavi (just under £40)
There my suggestions, but there's probably better software out there that I have yet to discover
Also Adobe Premiere Elements is pretty cheap and should be very good. I think you can get it for something like 80$... 
Does it have enough features that someone like me (making a webseries) can use, and its not just intended for casual users editing home movies?

Definitely save up a bit and go above open source. Sony Vegas is a good cheap start...
If you really needed, you can get by with windows movie maker, or switch to linux, i'm sure there's a few options for that but i'm not good on specifics
I will definitely consider Sony Vegas. Now back to Premiere Elements. Can that do things like chroma keying?

I think so. BUT TRY!
Most of the Adobe Products are available as a free trial. (30 Days). I did so with photoshop and decided to bye it. Have a look on www.adobe.com!
There's a program called Wax (http://www.debugmode.com/wax/) that's supposedly pretty good. It has some features like being able to chroma key that Windows Movie Maker doesn't have, although I don't know how it compares to WMM in terms of effects.
Not a full fledged video editing software, I use it mostly for rendering to a distribution format after I'm done editing in Premiere Pro, but you can use VirtualDub for some basic edits. And it's open source and free.
You know, you get what you pay for. FCE is pretty good on a mac for around $300. But my dad picked up a copy of Ebay for $25.....and it does about 90% of what Final Cut Pro will do.
Sony Vegas is pretty good for the price on a PC. But I have to say, I love it when people
say they don't want to spend any money but want a professional video editing program.
Ya? Really? I want to buy a house on the coast in San Diego for 10 thousand dollars too....
and well I'm at it, I'd like a drop top convertible thrown in with the house. You just aren't
going to get a professional program for free. You will get Windows Movie Maker or iMovie....
which are fine for people making home movies.....less so for someone wanting to
do professional video work.
Final Cut Pro is an amazing program you ought to use. It's industry standard and very efficient with how it catalogues all your captured footage.

Yeah, agreed, but then not everyone has a Mac at their disposal now, do they?
