Yes it does

I would recommend giving the computer that has the website a permanent IP address.

WAMP is a excellent program but if your a MAC user use MAMP at http://www.mamp.info/en/index.html

some ISP's don't allow this. I'd suggest checking with them.

The bad thing is you'll need to let your computer on every time, which will tear it and cost electricity.

Plus, you'll need to employ adequate security measures for the server (ie. updating regularly, setting up firewall, secure configuration) if you don't want your computer to be compromised. Hosting companies (or frihot Smile) take care of these for you.
