I think PHPNuke or e107. I think e107 is better because it has a better layout.
cambridge
www.drupal.org

free, easy, fast, flexible. many plugins and skins.

Xoop also has some good features
e017 has some limitations. On top of that Mambo is neck in neck with it. The taggage with e107 helps to rise its populary it lacks some User issuse and customization is not friendly to noobs. RTM is a must with it.
Xoop is a bit easier while Mambo is more powerful. WAY more powerful, but lacks a Taggage.

Well, it is all a matter of opinion.....
But personally, I have tried e107 and was not very pleased
I prefer Joomla
www.joomla.org

I agree with Ejohns, but both e107 and Joomla LOOK very nice.
