The river has been very dirty since the past few decades with unplanned management and development by different governments. All the sewage is mixed with this river. The Area has a Forest area with deers and other animals, many new buildings built in ancient style of kathmandu valley. But the city surrounding it is really in bad condition so the trust should look after the whole kathmandu valley.
Only Hindus from south asian origin are allowed into the temple, however, people can still visit the pashupati area and look at the temples from outside.
There has been lots of stealings of idols from other temples around the nation. So there is always a danger that the precious idols and deities being stolen by crooks. This is the reason the new hindus and foreigners are not allowed into the main temple.
In hindu philosophy, god manifests himself in any form we worship him, so the idols/deities are real representative of god. God is very merciful and he appears as the deities in the temple.
