If you are talking about importing your old MYSQL database into your new one then yes. In PHPMYADMIN there is a 5 MB file limit of what you can import. There is a import feature in Directadmin, although I don't know the exact file size limit (I'd say around 5 MB as well).

you can upload any file over php and use bigdump(search the forums for that) to put the data in the database. This way you can upload databases of over 100mb. The only thing keeping you from uploading bigger database files is the 250mb space you have.

The easiest way is to split up the file in several pieces.
