Does it mean that the PDF is password-protected? If it is, I don't think you can convert it (assuming you don't know the password).

Yeah I think he means password-protected and, you are right if you don't have the password then you can't open it and I don't think you can convert it.
Probably he means password-protected, in that away you "can't" extract nothing from the PDF.

I have successfully converted a secure pdf file to an unsecured file using http://www.pdfonline.com/. Just upload your secured pdf file and download the unsecured version. Secured pdf files are the ones that are locked so you can't do things like printing. I wanted to print a secured pdf file a few weeks ago and used the link above. Worked like a charm.

Of course you know that Acrobat Professional does that, right? If you don't want to purchase it and only want to do it for a few docs, you could download a trial version for the docs that can't be converted using the links above.

there is ABBY transformer.. its also very nice, but you need a serial number for this also...
Believe me, most of the PDF converters mentioned above can not support protected PDF conversion.
In fact, I do know a PDF to Word Converter called AnyBizSoft can convert protected PDF to Word. The restriction of copying or printing will be removed after conversion. And all the original formats can be well retained. Here is the Link:
