could it perhaps be a new app or part of a program you have recently downloaded/ installed? it doesn't look like a virus, more like a MS outlook dialogue box or the old messenger.

clean ur startup files.

this is how to be done.

start\run and then type MSCONFIG

uncheck the list of programs and softwares that u dont wanna load during the startup. also clean the non-windows services. it should solve the problem.
