So, I read the above story, and I'm wondering.... why do people pay council tax?

We don't have wheelie bins and only get a delivery of black bin bags and recycling bags once a year, when they remember.

So the option they are thinking of that would apply to my area would be:

"system in which householders buy different sized pre-paid rubbish sacks - a scheme which could be used in urban areas where wheelie bins are not always practical"

What if I run out? Will they not collect my rubbish because it's not in one of their pre-paid bags? This could end in tears!

I know a lot of places they have gone to this system it's great for those that don't produce much trash, but sucks for those that produce a lot. Personally I have mixed feelings. It does help encourage people to produce less trash, but it also encourages them to litter/burn there garbage.

We have a big problem in this area with fly tipping. I used to have a stable yard down a little lane and you could guarantee that 3-4 times every week there would be a load of crap dumped in the driveway. If the councils start charging by the amount of rubbish people throw away this will only get worse.

My town currently does this, and it seems to be working fairly well. Dumping isn't so much an issue here; just not that kind of neighborhood. But I could see where that would be to get a problem.

Actually I had an idea that if one can use all the rubbish to build roads with tar that it would be good and

It would be an interesting experiment to see if one could live without producing any trash.

All paper, cardboard, glass, plastic, and metal would be recycled. Organics could be composted. One would have to strive to buy only products with recyclable packaging, or items that could be reused - such as using real towels instead of paper towels, or dishcloths instead of sponges, or cloth diapers instead of disposables.

Clothing, when too worn or stained to be usable could be saved for making quilts or braided rag rugs, the worn or stained portions shredded and used to make cloth paper.

The only thing I've thought of that I can't find a way to recycle would be shoes too worn out to use.

Some food products would have to be avoided because of their packaging... but mostly those items aren't very healthy anyway. like cookies with pseudo-foil bags and plastic trays, and bags of potato chips.

Even old boots and shoes can be repurposed.

LOL, I should have thought of that... we've got a fence not too far from us like that. It started out with just boots to protect the fence tops but over the years people have even tied old pairs of sandals, pump and flip-flops to it as well.

Well no kidding. The issue is in executing that sentiment.

I think people need to think about what happens to the rubbish they throw away.
This is a good scheme to get them to do that.
