Would it count if I linked to an off-site MP3 file for background music?
or maybe added a flash playlist app on my website?

you can ask for an account change to be able to play and host your own MP3's like i have you know all you have to do is ask and prove that it is not breaching copyright infringement (for example my site is a media studios' site so all the music is made by me & my studio)

That is linking, the rule is against that right?

If you made the music yourself or are given the right to use the music by the copyright owner you should tell us and you'll be allowed to use the music.

What about embedding, or linking to a youtube video on my website?
Or a playlist on Project Playlist?

If it infringes on copyright issues, then avoid it. A lot of music is used on the internet without permission from the music creators. If they come across such files, they could take legal action.
